MP4 stands for AAC, MP3 stands for MPeg 2, Layer 3
and Consumers would prefer Apple nor Microsoft control our music, DRM is going to be shit when they start adding "Trusted Computing" to motherboards.
Edit: The reason for me explain anyway is about Vbr MP3s. It is just a way to save disk space pretty much, In quiet parts of the song, you dont always need 256kbps quality. So turning down the bitrate when not-needed can reduce file size by 20-40%
