I'm not a fan of wingtips either; however, let's be clear... wingtips are NOT formal shoes. Formal shoes are devoid of styling accents whereas wingtips are all styling accents. An oxford would be a formal shoe.
With regard to pocket squares it's a fine line. A simple solid colour square folded such that it is a square will dress up a suit; however, it is not formal. When it comes to formal dress for men the rule is always that the more plain something is the more formal it is (the obvious exception being satin trim on tuxedos). Solid is more formal than patterned, black more formal than dark, dark more formal than bright, no accessories more formal than accessorized. Wearing a black suit with no pocket square would be less styled but more formal than with. Essentially, anything that individualizes you (makes you stand out) is less formal. In looking at this suit on it's own merits, because it is a big piece of bold colour a pocket square would help to visually break up the colour a little, making it easier to look at.
