That is the flip side of it. However, it has to be applied to how useful a Panopticon is as a metaphor for describing the reconstitution of power and control as a consequence of the information technology revolution?
There is also the flip side that some may get away for a while being bad but eventually they will be caught and punished hence making them not wish to be caught again when they can't guarentee themselves saftey from being caught in the near future.
