Yeah, that's sort of right, I guess. You could use it like that.
A better example would be if there's a police car parked in front of your neighbor's house and you hear shouting, you go take a look and see what's happening - You would be "sticky-beaking".
People that all slow down on the road to look at an accident are "sticky-beaking".
It's being nosey, basically. The same sort of thing as "rubber-necking".
