a Panopticon is a figurative example dreamed up by english philosopher Jeremy Bentham in 1787. Picture a perfectly circular prison. How useful is a Panopticon as a metaphor for describing the reconstitution of power and control as a consequence of the information technology revolution?

It's in theory, and theory doesn't hold in practice. If there is only one guard watching and two bad events happening at teh same time, then at least one of the prisoners won't be punished hence breaking the rule of equality. That being broken, because everyone will think that they won't be trated the same will try their luck as they can.
Theres that, and of course there's the fact that philosophy is much easier to think about when drunk. I think therefore I am not drunk.
But for your sake drink, and drink alot.
