You can sometimes. Take a DFH 90 min IPA. It has a 90 IBU and I can barely finish one because it's so damn malty. The 120 Min which has a 120 IBU still has a heavy malt flavor, although not nearly as bad as the 90. That Leviathan though, that has a 120 IBU and I just cannot drink it. Tastes disgusting to me.
I'd say one of my favorite IPAs is the Greenflash West Coast IPA. It has a 95 IBU but you don't taste the malt at all. It's all hops all up in your face. Greenflash's Imperial IPA, which has a 105 IBU is like just on the border of drinkable for me. It has a great heavily hopped flavor, but you definitely taste the malt too, albeit not too overpoweringly.
I miss beer.
