Well, you download tracks or albums once you purchase them. So I already have the "merchandise."
Not that it proves one way or the other if the site is providing legal or illegal downloads, but in its Legal Info found by following the link on bottom it states:

The site's administration is unable to control its users. It is the user, who is fully liable for the use and distribution of all the materials received from the MP3SUGAR.COM site according to the laws of the country where s/he resides.
So at least it attempts to have some conveyance of legitimacy. Regardless, I think paying them a $1 is at least an insurance policy agains the RIAA coming onto your back.
