If calling from the same local area, you don't need the identifying prefix.
Ie. If you are in Manchester and call a London number, you have to dial the 020 prefix. If you are in London calling the same number, no prefix is needed.
Oh I didn't mean prefixes, I meant the actual number, itself. I am used to xxx-xxxx here in the States. Incidentally, your picture is less funny to me out of my own ignorance. Way to shoot yourself in the foot!

I am making an assumption here, that all of the Euro phone numbering is the same as Germany...soo...Basically the length of the phone number is dependent on the size of the city. As such, smaller places have shorter phone numbers.

It's true over here. Where I grew up as a kid we only had 5 numbers.

yes. it was 5 numbers in areas here but they added a prefix 6th to expand them all when I was younger. They've also added more area codes for cities too, but with the advent of mobile phones, it's probably not as in demand as it used to be.

Over here the larger cities have something like 0xx-xxxxxxx and the smaller ones have 0xxx-xxxxxx (and like kr00t0n said, when dialing from the same city you can omit the prefix), where cellphones have 06-xxxxxxxx. Thus, all numbers consist of 10 digits. When dialing to the Netherlands, you omit the 0 and add +31.
