I'm confused. There is a chest full of bronze coins, but no label saying 'bronze coins'?

correct. And that is a vital part of the puzzle.

The labels are wrong. How many chests would he have to open to be able to say what the labels on each should be?

Its not the best worded puzzle in the world. Think of it this way - he has to put 3 new labels on the chests saying what is in each one.
