400 isn't exactly a big number. I don't see how that would be ineligible to qualify as "underground" unless your definition of underground is limited to 12 people listening to the latest Ethiopian acid techno tunes in some dude's basement.

I guess it all depends on what you call underground, but I was just visualizing the venues I know of that size in Toronto and I wouldn't put them in that category.

I've been to a couple of amazing spaces that hold 200-300, but I don't think I should advertise them.
What about The Basement? I haven't been, but I've heard it's a great venue. Not sure how many people it holds.
