Can anyone help me on "installing" WinXP in one partition and MS-DOS 6.22 on another?

My friend wants this done. I don't know if it's even possible to "install" MS-DOS 6.22 but, I have a 3.5-inch Floppy Diskette of it (that I got off http://www.bootdisk.com/) and was wondering can this be done. Here's how he wants the partitioning:

1. Windows XP Professional, NTFS Filesystem - 9.5 GB
2. MS-DOS 6.22, FAT(16?) Filesystem - whatever's left over (around 500 MB)

He currently only has Windows ME and he's installing Windows XP ("Clean install") over WinME. I have a partitioning program on 3.5-inch Floppy called "BootIT NG" by http://www.terabyteunlimited/ and I was wondering exactly WHAT do I do to make the current WinME partition bigger to take up 9.5 GB because he has around 8 GB of Free Space on his HDD now. So, here's what he wants to do:

1. Re-size current 2 GB partition to cover all but ~500 MB of Freespace.
2. Format the remaining Free Space to FAT (or is it FAT16 for MS-DOS 6.22?) File System.
