Based on what i've read over the years, with the side note that EDM is an international minded music scene, and none of these countries could have made it what it is now on their own:

70's: Germany

If only because of kraftwerk. Who inspired a generation of EDM producers. Including the the pioneers in the -

80's: - USA

It is were modern EDM was starting to take shape. Although if the following country wasn't around to buy their records...

90's: UK

What's most important is the partying culture, that a country has a lot of people willing to pay for the records and seeing the DJ's play.
This allows the scene to grow and flourish, leading to lots of interesting music. The USA never seems to have had that.
The whole of Europe was important in that regard, but the UK in particular put a stamp on them. Although that might just be because of the language, journalism plays a part in it as well which means the English had one on the Germans there. More international appeal.

00's: Germany

UK have had their crash. And when it comes to picking between European countries Germany is always going to win. Because everything the dutch or the Belgians do has it's roots in the heimat. And it is still the biggest country with the biggest EDM scene.

So adding all that up it's Germany that wins. For what it's worth.

00's is tough. my opinion its dutch influence, giving us all the festivals, inventing the dj radio cast with asot, and conquering the usa (ferry, armin, tijs)

The answer is obviously Germany, the US and the UK. I would also give a worthy shout out to Jamaica, not only for inventing dub and an entire studio culture in the 1970s, but for the huge impact the Jamaican musical diaspora has had on everything from hip-hop to jungle to dubstep to progressive house.

Although it is an achievement, The USA scene is still too small to be of any major significance.

The dutch EDM scene has mostly been a melting pot of other Major European scenes; There's rave and trance from Germany. House, techno, breaks and hardcore from the UK. They never did anything first or best.

The biggest thing we had is selling lots of trance, which is really a rather marginal scene from a global perspective.

I think the UK and the US had the most wide spread effect. Their age, sophistication, and user base, pushed their sounds. Based purely on population size, they allowed very large, concentrated groups of people to come together and experience and share music.

The difference between the US/Uk and the countries below is also the language/media. Those two countries have large, and far reaching media creation and promotion systems, which coupled with an international language like English, that it was natural for them to help spread EDM.

Places like Ibiza, Holland and India all pushed more niche sounds, which helped to diversify EDM.

i honestly think people give detroit/chicago way to much credit. I mean, all those guys did was sample pre-existing stuff and loop it together. But i guess that's essentially what house music is.

Do we mean impact by getting it started or blowing it up to break out of the rave scene and an essential part of music around the world?

The early rave days in the US and UK obviously had the biggest impact. From there the big festivals everywhere else had a bigger impact in reaching the masses.

It was never a competition though.
