In need of Multimeter tool

Something pretty simple, a very responsive frequency spectrum, phase and overall level. Standalone if possible, any suggestions very welcome. A friend showed me one but it costs over thousand, I would essentially like this around $150. I want to use this as im running reason at the same time.

route the audio through jack (the software not the cable) into a vst-host (i know there are some out there made esp for this purpose) where you've loaded up the multimeter of your choice, and then slap that on a seperate monitor. or start using a real daw.
