Banning breeds isn't the best route to administer a solution to the problem (however it is better than nothing at all).

IMO - the best way to solve the problem is to open up dog owners of all breeds to unlimited civil liability in the event that a dog does in fact bite.

The idea of getting sued to the point of poverty might make people manage their animals a little better and choose breeds that present less risk.

Thats true but how can you squeeze money from a thug who spends all his money on thug wear & has no job & lives in a shit hole and trained his pitbull/Rottie to attack...

Actually, there is no limit to your personal liability for dog bites. Most (but not all) insurance policies cover it as art of your home/contents package, which means most people with insurance would have a million bucks of liability insurance up for grabs in the event something bad happens.

If you don't have any type of personal insurance (you can get it for like $150 bucks spread out over a year), you are a loser and deserve to have your wages garnished for the rest of your natural life.
