the point is, there's loads of talent that seems to get entirely ignored by promoters in favor of people who are higher up on the DJ Mag list for no real good reason. and for having those said high-profile but not necessarily high-talented DJ's (not trying to make this into a debate about the validity of polls, but we all know that popularity and talent aren't really the same thing) come over and over doesn't make sense. And if you have the money to get PVD or Armin, you have the money to get anyone.
