ive always wanted a steering wheel to navigate my comp. round the room.

Wow. That was the "home computer" for the year 2004? I don't think that would fit in my room. 
We've come a long way, baby.
Though admittedly that gigantor machine is probably still quieter than my computer.

that double steering wheel is super intriguing

maybe the wheel is a primitive pointing device... i.e. outer wheel moves the cursor up/down and the inner wheel moves the cursor right/left
Maybe it was an early incarnation of Netscape Navigator 
This is a hoax.
Turns out a guy I work with that I showed this photo to immediately recognized those controls as those of a nuclear submarine he was stationed on in the Navy for 13 years. He said that wheel is actually a throttle that opens and closes valves.
After he told me this, I did a seach and it is indeed a fake picture:
