Westin is unequivocally the closest hotel to guv. No question. You can see the damn place from the hotel. Plus the rooms have been upgraded recently.
After that, there's one on York just north of Front (name escapes me), plus the Fairmont obviously.

If you're looking to save cash via priceline/hotwire & want an idea of what hotel is where then visit:
http://www.betterbidding.com/index.php?showforum=162
They have some hotel lists/bidding options for priceline so you can get more or less what you want.
Although, with hotwire rooms, you're not always guaranteed a queen/king bed but only accomodation for 2. When I first started using hotwire in 2003 you could get whatever you wanted without hassle but in the past few years, especially on busy weekends in popular areas, you may get the run-around or asked to pay more for an 'upgrade'.
Go for Westin Harbour Castle. Fantastic hotel and very convienient.

Hotel Waverly
CZ
I stayed at the Bond Place Hotel on Dundas overlooking Dundas Square, and I couldn't recommend a hotel more then this place. It's rated as a 2 1/2 star but it's spotless, brand new.. flat screen TVs, very simple modern rooms, comfortable beds, brand new bathrooms.. I paid $79/night on hotwire just last weekend. If you see a deal for $79/night downtown east toronto I highly suggest it. I also called them and asked for a queen size bed and they hooked me up.

in addition, the 14th floor has a werid layout as it is where the tower section connects with the historical part of the building. I would avoid rooms on the 14th floor.

like two others have mentioned, 1 King West. Look for promotions on their website too.
Great continental breakfast as well.
Ive tried prety much every Hotel Room in the City...since we are
doing alot of reservations for the artists. I would say these are the
best.
1) Cosmopolitan
2) Pantages
3) The Germain
4) The Soho Metropolitan
5) The Hyatt (on King)
The Cosmo wins because its hidden and the room are huge..they all have
balconies+Kitechens and are all very nice suites..You might pay a bit
extra but the hotel is worth it.
