Hey, how about Brunei? It's a small pathetic country and their sultan is among the richest people in the world! We could promise the people living there, say, that 10% of his wealth be distributed among them. That would ensure us a great popular support and we'd still be filthy rich. Then we can go ahead and tax the shit out of them and take that money back!
