well it's obviously blurry due to the quality of the video, combined with the quality of the capture. essentially, we're dealing with a frame capture of 480 lines of interlaced resolution during motion. you'll get most of the image (but not all) then some bleed over from the previous frame. poor quality in other words.
it looks as if the tie-stay, if it is a tie-stay, connects to the trousers right above the right and left belt loops.

So we're all agreed. If it was anything it was a vest and MisterOpus1 is wrong. 
and the wire is part of his clip-on tie.
Mr. Opus you are hilarious! Well at least with paranoid ppl like you around there is always something to laugh about. However, if you ever hope to get ppl to take you seriously you need to clear you head out first. The serious conspiracy theorists are a bit more rational. I have not read this whole thread but half of it and I love it! I think if Pres. Bush even picks his nose the wrong way, to people like you it's part of a conspiracy! LOL. Ooops, better not give you any more wacky ideas lol! 
First, I completely agree that the Pres. is wearing body armor. Wouldn't you if you were the pres. and responsible for killing many terrorist around the world??! I certainly would. Did you see an earpiece in his ear too???? how else was he going to hear anything without that??? huh??
As far a the tie thing, give me a friggin break. Ever thought that maybe it could be a wire, thats right!! ever notice he was using a remote mic in that photo??? maybe its part of the mic transmitter. Or again it could just be his tie! Oh but that isn't as mysterious and exciting hmmm... oh well. welcome to reality.

This is still news? Look it's either a bullet proof vest or a wrinkle in his jacket. If it is a bullet proof vest, Bush is not going to admit that it was because what kind of impression would that give off if he can't freely mingle with the public without fear of attacks? Therefore the fact that his campaign is denying that it is a vest doesn't eliminate it from being the cultprit.
