The sound quality is too crap to catch what is being said, but from what I get, the student seems to have missed an answer or something to that effect. The teacher is ticked that the student did something that he sees as arrogant. Again, sound quality crap, so hard to tell.
Whatever the reason, the teacher is just over the board. There is difference b/w a smack to reinforce a point and excessiveness.
I wonder how much the student who filmed this clip got beaten.
I woulda punched right back.
Imagine the lawsuit if in the US...
But seriously, I am not surprised to hear that this would be common in Korea.
Sometimes a little discipline is a good thing, though sometimes it can be taken beyond simple discipline.

its true. looks like theres another teacher standing in the foreground too. nonetheless that teacher needs to be drawn and quartered or anally violated till he bleeds from his mouth. full grown man hitting a young girl? ....man that pisses me off.

I had a teacher punch me in the head and rip my shirt one day at school. He was a maniac.
This teacher actually held another student out the window by his feet, fuck knows how he didn't get in trouble.

I would seriously consider the fact that, since these people are subjected to violent environments while growing up, they have little value for a similar personal vicinity in which westerners establish. In general, it's very taboo to use violence against your children in the western world, as it is very taboo to mistreat domestic animals in the western world. The value is different, but the same in many respects. Thus, one might be led to believe that, since people are beaten, themselves, they might be prone to mistreating animals. This is a little too much 'environment consideration' for my tastes though - I would prefer to think that people are individuals that make choices and aren't always dependent on society as their crutch for temperance much less achievement.
There are many reasons why westerners have adapted strong aversions to using violence as a disciplinary measure; it's positive punishment - people will only act out of the fear of being beaten again. That is no way for humanity to flourish, but neither is absolute nurture. Stimulation of mind and spirit, devoid of most negative intention (though honest feedback is VERY healthy, it helps people grow) has produced the most favorable of results within the individual human being. Personal violence is a weakness - a first resort for those who prefer to take the easy (and ineffecient) means for control.
Hearts and minds, hearts and minds...

No matter the reason, you should never hit a child!
