Yes it is completely safe, she wont get pregnant. When a girl has her period what comes out is exactly what is supposed to hold the fetus. So since she's at the end of her period there's nothing to hold it in place.
And anyways, the chances that a girl would ovulate at that moment in her period is almost 0.

Also hmmmm is she using the pill because if she is (hopefully) its a very different story and the risk is even smaller : First obviously because the pill is supposed to block ovulation and second because the pill regulates a woman's cycle and so even if she does ovulate it would not be at that moment.
yup that's right, if she's on the pill, she's anyway safe during the whole period (the pause between the pill, usually 1 week) - assuming that she has taken the pill regularly and correctly
