I'm assuming he means "best" in the sense of "favorite". For realistic purposes, "best" is very subjective.

In other words, what songs do you consider the best, even if others might not agree with you.

But people have eccentric favorites that others won't agree with, as opposed to favorites that one realizes are more generally agreed upon as best by others as well.

And going by influence is less subjective. For example, Grim posted Dark & Long and Point Zero, both of which were massively before their time and have more weight in that regard than more recent productions. If we're judging best by historical weight, I might go with those two as well. Yet they aren't in my top three "personal favorites".
