There are certain (unnamed) southeastern Asian countries which are notorious for their unfettered child prostitution. Yes, it's somewhat racist, but, like many racist statements, it has a basis in fact.

in several countries sex offenders are not inprisoned with "normal" inmates because they will get killed. they are inprisoned in special units with psychological care.
