| Idle Threats As the city struggles to breathe under another blanket of thick smog, motorists idling their cars can expect to open their wallets. Thats because Toronto bylaw officers will hand out $105 tickets, plus a $25 provincial surcharge, to drivers who leave their vehicles running for more than three minutes, in a five-day blitz beginning Monday. When the staff sees someone idling for more than three minutes, they will actually issue the ticket. If they see that they're idling less than the three minutes, then they will issue a warning, said Angie Antoniou of the Citys Transportation Services department. Any vehicle, passenger motor vehicle, a bus that it's not picking up passengers or dropping off passengers, everything else with the exception of mobile workshops basically. The six officers dedicated to the week-long campaign the second in two years will focus on schools, transit stations, and other popular spots for leaving car engines running. "Motorists need to be aware that idling vehicles increase the level of smog in the City and contribute to poor air quality," said the City departments Les Kelman in a statement. "By avoiding unnecessary idling, we can reduce smog and make the air we breathe a little bit cleaner." The only exceptions are for cars in traffic, and when temperatures in the city reach 27 degrees Celsius and require the use of air conditioning. Officials admit we'll likely surpass that threshold on Monday. In the past five years, officers have ticketed 240 drivers in Toronto, and issued warnings to more than 1,000 others. Environmental concerns, especially about the emergence of smog earlier and earlier in the year, sparked the bylaw and subsequent traffic campaigns. Drivers were encouraged to reduce warm-up idling by simply turning on the engine and driving - and to turn off the engine when stopping for more than ten seconds, except in traffic. Other regions of the province, including the Hamilton suburb of Burlington, have passed anti-idling bylaws. Though no drivers have been fined in that city yet, close to 60 warnings have been issued over the last seven months. Oshawa city council was expected to follow suit voting on a similar bylaw Monday. |
