I meant regulate content. Of course they regulate things like spectrum, etc.

They have the ability to regulate content to an extent as well:

Your main issue seems to be in regards to the Canadian content requirements, and that's a political decision, not something the CRTC has taken upon itself to be responsible for / promote.

From the Broadcasting Act in Canada:

"3.(1) It is hereby declared as the broadcasting policy for Canada that
...
(d) the Canadian broadcasting system should...
(ii) encourage the development of Canadian expression by providing a wide range of programming that reflects Canadian attitudes, opinions, ideas, values and artistic creativity, by displaying Canadian talent in entertainment programming and by offering information and analysis concerning Canada and other countries from a Canadian point of view,"
