In September 1999, Hurricane Floyd -- a category 3 -- was bearing down the Carolinas and Virginia.
President Clinton was in Christchurch, New Zealand - meeting with President Jiang of China (you know, actually working). He made the proclamation that only Presidents can make and declared the areas affected by Floyd "Federal Disaster Areas" so the National Guard and Military can begin to mobilize.
Then he cut short his meetings overseas and flew home to coordinate the rescue efforts. This all one day BEFORE a Cat-3 hit the coast. That is how you do it.
How about W's own father during Hurricane Andrew? Once again, President Bush -- August, 1992 -- was in the midst of a brutal campaign for re-election. Yet, he cut off his campaigning the day before and went to Washington where he martialed the largest military operation on US soil in history. He sent in 7,000 National Guard and 22,000 regular military personnel, and all the gear to begin the clean up within hours after Andrew passed through Florida. 'Cause, you know, those people and their stuff was actually where it belonged, rather than being used for insurgent target-practice halfway around the world in a vain effort to make Iraq safe for American oil interests
In August of 1969 when Cat-5 Hurricane Camille hit roughly the same area as Katrina, President Nixon had already readied the National Guard and ordered all Gulf rescue vessels and equipment from Tampa and Houston to follow the Hurricane in. There were over 1,000 regular military with two dozen helicopters to assist the Coast Guard and National Guard within hours after the skies cleared.
Bush - August 2005 - Cat-5 Hurricane Katrina bears down on New Orleans and the Mississippi gulf. Both states are down nearly 8,000 National Guard troops because they are in Iraq -- with most of the rescue gear needed. Bush is on vacation. The day before Katrina makes landfall, Bush rides his bike for two hours. The day she hits, he goes to Johnnie McCain's birthday party; and lies to old people about the multi-billion-dollar pharmaceutical company welfare boondoggle. People are dying, the largest port of entry in the United States (and fifth largest in the World) is under attack. Troops and supplies are desperately needed. The levees are cracking and the emergency 1-1/2 ton sandbags are ready, but there aren't enough helicopters or pilots to set them before the levees fail. The mayor of New Orleans begs for Federal coordination, but there is none, and the sandbagging never gets done. So Bush -- naturally -- goes to San Diego to play guitar with country singer and lie to the military about how Iraq is just exactly like WWII. The levees give way, filling New Orleans with water, sewage, oil and chemicals. Ten percent of all US exports, and 50% of all agricultural exports ordinarly go through this port. It is totally destroyed. Bush decides he'll end his vacation a couple of days early -- TOMORROW --BECAUSE HE HAS TICKETS TO A PADRES GAME! He goes back to the Fake Farm in Crawford, with every intention of doing something on WEDNESDAY about this disaster that happened starting last Sunday night.
Failure to plan. Too little response, too late. Insufficent troop and equipment levels -- sound familiar?

A day after Hurricane Katrina dealt a devastating blow to the Big Easy, New Orleans Mayor Ray Nagin on Tuesday night blasted what he called a lack of coordination in relief efforts for setting behind the city's recovery.
"There is way too many fricking ... cooks in the kitchen," Nagin said in a phone interview with WAPT-TV in Jackson, Mississippi, fuming over what he said were scuttled plans to plug a 200-yard breach near the 17th Street Canal, allowing Lake Pontchartrain to spill into the central business district. An earlier breach occurred along the Industrial Canal in the city's Lower 9th Ward.

But [Mayor] Nagin said a repair attempt was supposed to have been made Tuesday.
According to the mayor, Black Hawk helicopters were scheduled to pick up and drop massive 3,000-pound sandbags in the 17th Street Canal breach, but were diverted on rescue missions. Nagin said neglecting to fix the problem has set the city behind by at least a month.
"I had laid out like an eight-week to ten-week timeline where we could get the city back in semblance of order. It's probably been pushed back another four weeks as a result of this," Nagin said.
"That four weeks is going to stop all commerce in the city of New Orleans. It also impacts the nation, because no domestic oil production will happen in southeast Louisiana."
Nagin said he expects relief efforts in the city to improve as New Orleans, the National Guard and FEMA combine their command centers for better communication, followup and accountability.
Just an utter failure of federal leadership. No coordination in the run up and immediate aftermath as with every other modern hurricane event. Why? These things are usually coordinated by the White House and Pentagon. Where were they?
Let�s see what kind of saints you people are when you haven�t had food or water in 4 days and you�re walking around delerious with your 3 month old infant (you got separated from your wife and other children in the chaos and have no idea where they are or if they�re alive) who won�t wake up because he/she is so malnourished and overheated and no help is coming.
This is fucking bullshit that these people have waited this long...we have no money or troops to send (not enough even) because they are all in IRAQ.

There are people dying in their wheelchairs with next of kin scribbled on a piece of paper in their lap�.people with medical conditions and no meds�it�s sickening. I don�t understand why the rich people of this world can�t take immediate action. Fucking Wayne Huizinga has a 20 million dollar mansion in Ft. Myers and takes a chopper to work every day to Ft. Lauderdale/Miami so he doesn�t have to drive. Why can�t he just fill up his chopper with water and food and make a few trips over there? Why won�t the government let them?

That�s a really fucked up attitude. Oh, �too bad so sad, we told you to evacuate, so just die people�. Jesus Christ we�re human. I can honestly say myself, that I have had cat.3 and 4 hurricanes (Ivan last year) heading straight for Ft. Lauderdale/Miami, and there was no way I was evacuating. Not to mention, you can evacuate, but the way Florida is shaped, it�s like even if you start driving north, the hurricane can follow you there!
People underestimate the power of hurricanes and it�s easy to do so when you haven�t really been directly affected badly like the people of hurricane Andrew back in 94 (I think?). I�ve been very lucky and never really lost valuables or anything like that other than power or cable. But now that this is happening, obviously, we will take them more seriously.
The bottom line is that there are thousands of unnecessary deaths due to lack of communication by our own federal government and no sense of urgency. infants are dying and being separated from their mothers, people are having diabetic attacks with no insulin and dying in their family member's arms...there is no fucking excuse in the world for this kind of chaos in AMERICA.
I can be compassinate for those who are looting to protect themselves and those they care about, I'm also compassinate if those who are looting do so for all basic survival needs. Desperate times call for desperate measures. HOWEVER, those mother ******s that are shooting at the people who are there to help and protect them, those who are raping women and children, they deserve to be shot. They are a disgrace to America and they are a disgrace to Man kind.

I think the number of people who stayed behind in anticipation of the looting and violence they would be able to do in the aftermath of the hurricane is larger than you'd like to think. You assume everyone who stayed behind and are now roaming the streets with guns did so because it was just so impossible for them to get out of town. That's a very naive view.

the situation in NOLA is not the same as any other hurricane prone area.
in fact, if no one was there the delta might have spared Mississippi, Alabama - but alas...not so much. the problem IS man vs. nature - the US Army Corps of Engineers versus the Mississippi River.
most dont care here and would rather blame the poor, blacks or Bush - but if you want to know the real roots of the subject check out The Control of Nature by John McPhee. It details the attempts, oversights and previous problems with controlling an uncontrollable force of nature: the Mississippi River.

I still think that there's already enough violence and problems there, and we don't have to fight ourselves in this forum.
In every tragedy lives a hope, and for me, to connect people around the world, to give the rest of the world the possibility to see that american people are not george w. bush. To finnaly see that american people are like us, quite normal and asking for help because they simply suffer could be a "good thing".
Since around 5 years, the whole world began to hate america, just because of a president. But america is not a president, it's million of lifes, of people (in case very friendly in most case...)
And I don't see any reason to find this tragedy funny juste because you don't like Bush.
Spare your brain, and just thinks... There are thousands dead people there. The least you could do is not to tell anything about it. Perhaps do you think that an american dead body is quite funny, But if, as you tell us, are living near Bombay, you should have seen such a dead body. Did you laugh?

The situation in New Orleans is unbelievable. 
The government over there seems to have screwed up bigtime, and the rescue effort seems to be totally chaotic at the moment.
I tell you what, if I was a US citizen i would be FUMING at the completely inadequate preparation/response to this disaster by the authorities.
