a general equation used by AGCO to determine the maximum capacity for indoor areas not determined. Since I haven't seen the capacity plate, this will get us close to the "Legal" limit. +/- 15%
Divide the permit area (sq. m) by 1.11 sq. m
e.g. 30m x 60m = 1800 sq. m / 1.11 = 1621 persons

So for Rank 1 last November, which rooms were open and how many people were there? (Compared to other events anyway - i.e. packed, empty etc)

While others have already said that is likely incorrect, think of this example. The Skydome(er..Rogers Centre): 50,000+ attendance during the Jays better days. Anyone ever leave a baseball game (even when it's half capacity) or hockey game and notice how many people that is? 20,000+ people in one place is a lot of people.

i think it's safe to say what is a safe capacity at guv is definitely several hundred people less than what they cram in at huge events.
