One place I would recommend in Toronto for classes is the Arabesque academy (www.arabesquedance.ca). Director and founder Yasmina Ramsy is an incredibly talented dancer, and the company has some wonderful women in it. the classes are reasonably priced, and based on a drop in basis, so you can go whenever you please!
Something else if you're really into the dance is Canada's first belly dancing magazine...Mid Bits! You can link to it on the arabesque website. It's a great, inexpensive, and informative little mag.
