When i was in England i accidentally locked my phone by forgetting my 4 digit entry code (which is what i'm thinking happened to you). Now Nokia is a bitch when it comes to that lol You need a PUK code to get it working again and the only way you can do that is by going to the place where you bought the phone lol Completely lame
Needless to say if you're out of the country you're pretty much screwed. Bah!

i know absolutely NOTHING about the phone other then the make/model and that it says
"phone restricted" when i turn it on
also that the phone is from the UK. was used in the UK, so must used a UK provider

A stolen phone will flag you if you try to activate it and they will investigate you for possession of stolen property.
