3) the appropriate City officials be authorized and directed to take whatever action is necessary to implement the foregoing, including the introduction in Council of any Bills that might be required.

Well - looks to be a 'trial' - in which case it looks like Adam Vaughan (now that he's won) will have to deal with this directly since the City of Toronto Act takes effect and issues like this will be decided by ward councillors rather than all of city council

that guy wants to make richmond and adelaide into 2 way streets. What a disaster that would be!
