if you wanna do greece, do it properly, you can throw in italy but greece has alot nice islands and a mate of mine went on a trip there about 5 years ago, and it was for three weeks where he spent two just traveling around the islands and then the other week on the mainlands.
i love how americans go to europe for a month visit a shitload of countries, and then say they are experts on europe after that.

i live in france now, and have been around most of europe, so ill try to give you my few cents haha 
3 weeks you can definitely see a lot of things, but as a lot of peeps have said, dont spread yourself too thin!! research some cities and places, find out exactly what types of things and parties or whatever you want to see, and focus on those, not just "sight-seeing" in general.
im kind of a beach bum and love the sun and great weather, so for me, staying along the mediterranean is where i like to chill
personally, i like to stay out of the REALLY big cities (ie rome, athens) except for maybe 1 or 2 days in each of those to see the big things. especially in greece, you want to focus on the islands!! corfu, mykonos, ios, santorini, naxos, are all beautiful places... but go during the summer, that's when all the parties are (DEFF hit cavo paradiso on mykonos!), and the islands are almost totally dead during the winter. pretty much, you'll want to fly in and out of athens from somewhere because greece is so far out of the way. then ferries to the islands, or again, planes if you can find them, aegean air has great deals you could spend a solid week on greece if youre just interested in partying and chilling on the beach, maybe make this your last stop so you can just chill out and enjoy 
as for italy, same thing, stay out of rome, but hit places up like florence, venice if you really want to see that, and deff hit some coast places up like cinque terre (BEAUTIFUL group of 5 little italian villages, all along the coast, with great hikes/walks in between). capris is also a really beautiful island right off the coast of naples.
if you think youll like italy and greece, you will DEFINITELY like spain!! certainly hit up barcelona, great clubs, awesome architecture, bars, etc. there are somebeautiful beaches around there, but try to make day trips like an hour south of the city, the beaches there are wayyyy nicer, such as sitges! also, depending on your budget, ibiza is something everyone's gotta do at least once. spend 3 days there, but during the week as that's when the sickest parties are. check out space, amnesia, pacha, dc10 monday mornings if you can, and deff watch the sunset at cafe del mar / cafe mambo in san antoni! stay in playa d'en bossa, where space and bora bora are, and also some of the coolest beaches. you can get some really great airplane deals if you book in advane
as for places like germany, switzerland, france, belgium, holland, there's a TON to see, but it's just a matter of what youre into. if you go to one place in germany, id say munich! great beer gardens, awesome architecture, tons of clubs and bars (check out the kultfabrik, its an old warehouse area thats one of the worlds biggest bar and club districts!)
for switzerland, luzern is my favorite, really nice quaint city, with an awesome lake and cable car / cog rail rides up Mount Pilatus, one of the alps most beautiful spots imo.
if you really really want to, check out paris, but just watch out how much time you spend on all the tourist stuff like the eiffel tower (go really early in the morning if you dont wanna wait all day haha!) the louvre is amazing, and areas like the latin quarter are a lot of fun
belgium is something you can probably skip for such a short trip, but one of the coolest cities there is bruges. old medeival place, and tons of good bars serving belgian beer (we're talkin, each bar has up to 400 types of beer! 
)
now, for holland, if there's one thing i can tell you, go to a festival there! mysteryland, extrema, and dance valley are out of this WORLD, amazing djs, production, and just plain size that youll never experince anywhere else 
you could probably go to amsterdam for just a hand full of days, start off with a festival, then have a day or two to chill out in the coffeeshops afterwards haha 
soo, here's kinda what i would do if i had something like a month. fly into paris, few days there, but not necessary, you could just fly straight to amsterdam. train it up to amsterdam, stop in bruges if you like, but deff not necessary. chill in amsterdam, then train it down munich, then to lucerne. if it looks like youre tight on time, id probably skip these, and just fly directly from amsterdam to somewhere in italy. in italy, use the trains everywhre, good stuff. then either take a train to barcelona (its a beautiful train ride, all along the french riviera), or just fly there if you can find cheap flights. maybe do a few days in ibiza, then fly to athens and spend the rest of your vacation just chillin on the greek islands
that is trying to fit a lot in, so if it were me, like i said, you could easily do 3 weeks in just italy/spain/greece and have a great time, and maybe just throw in one weekend in amsterdam for a festival
probaby your best bet would be to get a 2-week unlimited eurrail pass for all the time in paris/amsterdam/germany/switzerland/italy area, which should be around 2 weeks of the trip. the last week in spain and greece youll use mainly flights. check www.kayak.com and www.skyscanner.net for really cheap and good deals on flights throughout europe.

I've never been, but if I were to go to France, I'd want to spend more time in areas like Bordeaux and Burgundy than in Paris, though I could see not speaking French as being more problematic in those areas. For those who've been, is that a correct assumption?
I'd also want to see Amsterdam, Prague, and Germany. I'd probably want to stretch the tour over 2 trips to give me an opportunity to see more of the places I'd go, taking the Southern/Western one trip (Portugal, Spain, France, Italy) and the more Northern and Easten in another (Germany, Czech Republic, the Netherlands). I'd probably fit in Switzerland and the UK during whichever trip allowed it.

Do not try to see as many places as you can. Spend a good week in each place you visit, but choose those places carefully. Its good to balance between big cities and smaller towns.

Granada
Amsterdam
Paris
Aix-En-Provence

If I was doing a 3 week trip I would spend a week in England/Ireland and see as much of it as I could in a week. Maybe a day or two in London and the rest of the week exploring smaller towns.
Then I'd spend 4 days or so in Spain, then about a week in Italy. Then to Holland and spend the rest of the time there, checking out small towns and the coffeeshops in Amsterdam of course 
I've been to france about 20 times. I've also been to Belgium, england, and about 10ft from germany.
Go To ROMANIA & visit the village of GLOG
I was there for about a month this summer, and I don't think you can really go wrong anywhere. My favorites while I was there were Bergen (Norway), Oslo, Copenhagen, Geneva, and Berlin. I only hit Milan in Italy and really didn't like it at all. Maybe it was a fluke thing, but I'm in no real hurry to go back to Italy. I basically fell in love with Norway and Denmark though -- beautiful countries with beautiful people. I wasn't in Sweden long, but it seemed to be pretty similar. Brussels was interesting, and Berlin was amazing.
Sterling.dk and Ryanair are both fairly cheap, but depending on where you're traveling to, it is a good idea to check some of the regional carriers like Air Portugal too to find a deal. The trains are normally cheaper than flying, but getting from Rome to Paris is like driving from Atlanta to New York.
It all depends on what you're looking for really -- if you're looking for warm weather, spend more time in Italy. If you're looking for cultural sites, spend more time in Paris, London, and Berlin. If you're looking for nice people, go to Scandinavia. If you're looking to get off the beaten trail a bit, eastern Europe (Slovenia, Austria, Hungary, Czech Republic) is beautiful, friendly, and not overrun by tourists. If you're looking for Stren, go to Poland.

Go to Chzech Republic & vist Prague. That's cheap. beautiful old city.
Germany is cheap. Berlin is on the flat side of germany. Good to see berlin Dome, The unfinished class train station Hauptbahnhof, the berlin wall, the tv tower & eat frankfurts.
Holland is nice. Amsterdam speaks for itself. Its a bit seedy, but an experience. I prefered Den Haag (yes they have coffee shops there too!!). The Hague beach resturants are interesting & fun.
Paris is expensive. great resturaunts, great service, weird food, expencive prices. Soo much to see in Paris.
Switzerland is absolutely beautiful! a must see! Take a small trip out of Luzern & up to the alps glaciers

Italy: flourance is wonderful, venice is amazing, Rome is incredable yadda yadda yadda....
Greek Islands. Go to Santorini, bloody incredible volcanic island with a massive hole in the middle. Cliffs & white buildings are amazing. Mykonos nice beaches. Rhodes nice beaches. Hot babes.
Turkey is cheap. Go to turkey! Buy rugs, gold & shoes & Istanbuls grand bazaar. Mosques are nice. Nice people when they aren't bombing.
that's enough. Travel by train. Dont need a euro pass, buy a ticket on your way out & go second class. there's 10 trains a day going to your next desired location. /end/
