If Israel is so evil, what is stopping them from dropping mass ordinances on every major Arab city? The international community would be outraged but nobody would attack a country with as many nukes as they have.

In many pro-American Arab states the puppets have strong resentment of Americans and Israelis within. Just because Israel has the power, doesnt mean the Arabs dont have the power to respond either. Nuclear fallout will hurt Israel as well. If Israel attacks, Arab states and their pro-American leaders can be overthrown. Right now there's absolutely no point for Israel to attack Syria, lets say. The implications of that will be huge - Syria has strong influence in Middle East around Israel, and the attack will send shockwaves that will result in stronger resistance and attacks by Palestinians, Hezbollah, Egypt (ally of Egypt), Iran.

Events can unfold in any way, but Arab states won't sit there and let the bombs fall.

I'm talking about complete an utter annihilation of every major Arab city. Since Israel is just a bunch of murdering thugs, why don't they drop five 15,000lbs bombs on the top five most populated cities in every country in the Middle East?

The nukes would simply be deterrent from attacks on Israel by France, Italy, Germany, etc., afterwards.

What is stopping them?

(holy smokes! Egypt is an ally of Egypt?? this is news to me!)

Right and similarly Israel could simply cluster-bomb the Palestinians, and Hezbollah until they decide to stop making a mess, or simply continue. And then continue with napalm, air strikes, artillery barrages, etc, until they agree to an unconditional surrender much the way the USA was able to stop the suicide-culture of Japan with two nuclear bombs.

Egypt can easily be neutralized by putting one nuclear bomb over the Aswan dam and flooding all the Nile valley, including Cairo. (Many theorize it was this development which prodded Nasser to conclude a peace with Israel).
