HAHAHA, i've ran in to this pirate many times in OC. Always the same MO with the pirate outift and lights. He's been around for about 5 years flashing lights in peoples face. Scary thing is I ran in to him at his work. I was looking for a bed and he sales furniture for this place in Tustin.
