my tactic is to keep it simple.
even if you're going to do the whole 'picnic in the park' bullshit (yes, that takes some planning), you always want to exemplify simplicity.
one of the things that makes a date romantic for a woman is the fact that she is doing NOTHING to make it romantic. This is all you.
whether it be the simplicity of nature
or the simple notion that she doesn't have to lift a finger...
analyze your lady paying key attention to likes and dislikes, and seriously........a cheap date can always turn into something amazing.

I'm not into the kind of woman who thinks that being passive or coy about what she wants is "romantic" or a good model for dating.

You don't have to spend a lot of money, but you have to do something where you can have an actual conversation and get to know her and LISTEN to what she is saying. A dinner at a restaurant is good, but I prefer dancing and drinks followed by a quick bite at some hole-in-the-wall that you know and love; she might like it, too.

walk in the park to a fancy meet up point and bring a ipod might sound corny but dance with her while listing to some music
take her to park with swings...
suprise her at work with a festive lunch
take her out to a mini golf game
formal dinner and dancing have her dress up girls love to dress up ... and go to a club after words. and yes you have to dress up too
do an old fashion drive in... did that once was so sweet
make it a day date, go to the local proctologist
