I know quite a few people that work at a call center, and it is a shitty job but the pay is good.
Of course they can speak clear English....
I remember watching a video in my operations/productions mgt course a few years ago about call centers in india though.
Many of them require the employees to go through a voice neutralization course in order to work there. From the sound of it on the video it works pretty damn good. I just wish some of my past professors would have had a voice neutralization course.
I currently work in a call center.. Been with them around 6 months now. Working for Sky Broadband.. The amount of people i get through saying "Thank god I'm actually speaking to somebody who understands me" is amazing. I have also noticed the Indian and Phillipnes call centers are quite shitty(at actually fixing problems)... But they hit targets so they're better than us
Still i don't care, pretty good incentives i.e we get an extra �100 bonus(around $200) for just not taking a sick day! Plus we get Sky services half price 
lol someone called me once and started talking, and after about half a minute, I was like "ok ok hold on, what language are you speaking?" and I was serious. Then I told them it was a bad time to call. I couldn't even make out what company was calling me!
I can understand helpdesks when you ring them using English names because it makes it easier to folow up on later (assuming they use the same English name all the time). What I don't get is when its telemarketers ringing and using English names, its just odd, I'm not going to buy whatever crap you're selling (usually long distance phone deals) even if you use a fake English name. Having said that, all telemarketers are the scum of the earth no matter where they come from
Best time was when an AAPT (phone compnay) telemarketer rang up and started all their spiel and asked who my phone was currently with, I said Primus to which they replied, "oh, ok, sorry if you're with Primus we can't help you" and hung up.
