Black Strobe. They're kinda "experimental" though so not all they make is techno. Check out Abwehr Disco atleast

The only mix I've heard of theirs is their 2004 Essential mix which was an absolute blinder. It was more blistering, dirty, filthy tech house done proper.

I think Marco Bailey sets from 2002-2003 should fit the bill for hard techno. Never was the hugest hard techno fan.
