Too many people shooting from the hip in this thread (saying what THEY use without any real reason).
Most DAWs use the Elastique library for time stretching.

FL Studio 7 should be the best, as it has the complete license, which is the most comprehensive. Cubase 4 has the cheapest version and Ableton uses the stanard version.

Ive just tried this its superb nice one mate, im still going carry on learning other ways to time stretch with the sequencer's I use as I think that is important, but this tool has helped me match my vocals to tracks with ease, and change the way the vocals sound which is a bonus.
