Because of the initial conditions of trying to claim a sum for what happened, i don't think its outragrous to try to claim some of his money, although legally i couldn't picture her having much luck.

He's still on parole, and is therefore still serving his sentence.

What do morales have to do w/ the lottery? good and "bad" ppl are both as entitled to win.

It doesn't matter how great or how much of a supreme disgrace you are to humanity in order to be deserving to win.

exactly.

And since when are people forever condemned for mistakes they made in the past. (not defending the rapist, just pointing out that without knowing all the details, people should not pass judgement).
