I think you can blame backwards fuckwit "moral majority" Christian America for this one. And most other rules that don't make a shred of sense or seem to be a double-standard.

Also, as pornography is a widespread entertainment industry, it can be taxed and regulated. Prostitution may be one of the world's oldest professions, but it is still a sort of "fringe" job that, despite its prevalence, is quite free from the constant economic scrutiny of an overbearing government body, and policy-makers don't like that one bit.
