I think from what I remember when the MIR fell, taco bell had some target in the ocean and if it hit it, everyone would get a free taco.

The problem is that it's not just out in space, most of it is sitting in Earth orbit, waiting to smash into something important.

MIR was deorbited in a controlled manner to ensure that it fell into the ocean. Skylab was not. It fell over Australia.
The earth is huge with a lot of empty space. The probability of space junk surviving reentry and hitting populated regions is remote. Nonetheless, it could happen. From what I read, this spy satellite is likely to survive the free fall. It is also alleged to contain rocket fuel like Hydrazine which is toxic. Hence it is obviously a threat. The satellite is supposed to be a malfunctioned Lockheed Martin military imaging satellite which was launched in Dec 2006 and has now lost the ability to be controlled from ground based controllers.
