Umm.. do you know how much it would cost to take a taxi long distance, lol? I HIGHLY doubt he uses taxis for that. He meant in the downtown core.

on a serious note... having your feet in the middle is so unnatural and takes away from the maneuverability and comfort, id go for a motorcycle. crotch rocket FTW

try a used scooter for a bit and then if it suits you keep it or upgrade to a car.
push bike. It's cheapest, great for your heart, and environmentally friendly!

anywhere the TTC goes... he can go on a scooter + more.
Hate to point out the obvious...but it's usually the suburbanites that push for cars. Where they live and what they use it for makes sense. If you're in the core (living and working) you're better off with something that will get you to point A -> B and sometimes C, with as little effort and cost as possible.
If he has to go somewhere just outside the city or beyond, why not just rent a car... much cheaper and without the insurance, maintenance stresses.

car is a waste of money
i've spent already a serious amount to get it fixed, if you get a car get a brand new one, worth it.
