I hate that too. But to stop the spread of legionnaire disease you need to have the water above 65C. Doesn't stop the bastards mixing it with cold just before the tap... but they don't.
Also they always have two taps with no mix.
And cold water sucks for washing your hands.

EDIT: Could be worse, in Madrid they just don't wash them. I be honest I would have felt cleaner just pissing myself rather than using their toilets.
you need to get laid and perhaps then you'll feel ok being hot

Sometimes, there is only one water knob. Sometimes, this one knob is set to be hot. Often times, this hot water is much hotter that it needs to be.
There is not always the hot/cold option, and even when there is, one should be able to use the hot spigot without getting 3rd degree burns.
