Not from a satellite. They drive around with cameras strapped to the top of cars to get shots.

I dont think they have anything to worry about, an obscure picture of someobody in your car receiving cash from some guy on the street is not proof that you bought drugs.

Im guessing they might be a little more careful in neighborhoods with police cameras though:
