I just now read more into some of the new units into SC2. Lo and behold, the phase prism is one of those.

That would also explain why it looks like an arbiter.

They were both very useful, but nooblars never build vultures because they require some skill to be efficient.

Goliaths are good on TvT and late game TvP against carriers.

Vultures are good in all matchups but they especially pwn protoss in tier 1 & 2..
