mixed feelings on that one..
if anything i think the pizza guy deserves a tip more than teh bartender/server if.... there isnt a delivery charge

Maybe delievery charge is because of the poor guys gas.
Fed Ex and UPS all raised their rates because of gas prices 
They get the delivery charge to cover gas and company insurance + a portion of it goes to a tip anyway. When they charge 3 dollars on top of the price of pizza, I know it doesn't take a gallon of gas to get to my place and back from the pizza place. I consider that the tip. If they have a problem with that, or they start expecting/relying on the tips to live they need to get a new job.
Bartenders make more in tips than they should. I would make a minimum of 25% in tips when I worked for just doing what makes me happy. It was more than I deserved but I won't turn it away. The difference is I will neither ask for nor expect a tip either.

If the service is shit and doesn't warrant tipping, chances are I won't order from that place again. If the service is good, then I'll tip anyways.
