Actually its not anymore
It used to be prior to 02, but in 02/03? the TJ gov setup a committee to regulate the gas kind of like how that CDFA does here in Cali. Where measure how much gas comes out of the pump and the actual octane rating of the gasoline that comes out of that pump. Next time you pump gas look for the seal/sticker that says when it was last inspected. They do it i think every few months here, but down there i am not sure.

which parts of Mexico is all this trouble occurring... obviously border areas.
we were in Cancun/playa del carmen about a month ago and didnt experience any trouble, other than nearly getting a speeding ticket (which we were able to talk our ways out of)...

well your best bet in any questionable environment is to maintain awareness of your surroundings and keep your appearance up at all times. walk with a bounce in your step like you do when you're leaving the gym so you don't look too relaxed and off-guard. if you've been approached by a stranger, don't act/look as if you're lost, nervous or scared (even if you are). predators hone in on that kind of behavior when they're seeking a target. some will try and trick you with a friendly approach. you have to convince them that you are on top of their game by talking and posturing like you can't be had. look like you know what you're doing even if you don't. when you're approaching a questionable person or group, you can always pop out your phone and act like you're already in contact with someone who can help you (talk loudly as if you're about to meet someone at the end of the block). a different approach would be to talk loudly as if you're mad enough to kill the next person who bothers you (predators are pussies and will generally avoid the risk of getting tangled with an unstable person). scan your surroundings constantly and never look down or off in one direction for more than a few seconds. when walking through dark/empty neighborhoods, never approach any blind corners without enough distance to react to the possibility of an attacker on the other side (this includes parked vans and trucks). look questionables in the eye so you can remember faces and determine whether or not you're being followed (people who won't look you in the eye are seen as clueless or pushovers). if you think you've been targeted, reach into your back pocket and smile casually like you're ready for anything. he'll probably change his mind. you can probably think of other things to do if you can just put yourself in the shoes of a predator and think about what he looks for and what he avoids. with a defensive mentality, you'll probably be just fine. the people that get victimized are the ones who haven't done their research (as you have) and haven't even thought through the possibility.
