you can get for free but several things are required....

1- a party, a club or a bar (if smoking is ever allowed inside)
2- notice a highly intoxicated girl that you find hot and who smokes
3- she's dancing or wait actually she's trying to stay up because she's way too drunk and is close to fall on people next to her
4- time for you to go next to her.....pretend to dance but remains close from her
