i don't know the ins and outs of the law, but you get an email address usually when you sign up for an isp. Even if you don't use it my guess is that it gets sent there. If you get a bill in the mailbox and simply decide not to open it, they still sent it and it counts.

At least this is my understanding, someone feel free to correct me if they have a beter understanding of it.

I can't say I didn't pay anything to the music industry. Apart from downloading hundreds of illegal mp3s, I also purchased 90 mp3 tracks from Beatport, Audiojelly, DJDownload etc. Few Ukrainians can brag about that
