He's not your kid therefore not your problem. You pay rent so you are a legal tenant not a personal babysitter. Until you are married this kid is NOT your little brother in law. Move out ASAP and let this kid run his parents ragged all on his own. If they don't discipline him they are actually encouraging his behaviour. If he does do something to you personally I would go off on him like there is no tomorrow and then snitch to his parents.
