Hooking up is meant to be an ambiguous term. It's up to the imagination of the people who've heard it or you've told it to about what actually happened in the hook up. So it can range from making out to having sex.

i agree with this. when i was in college, i would tell my friends i hooked up with a guy and different friends would believe different things happened.

yeah, i've had this conversation with friends before. I don't think it's even a regional thing, because between all of us it was pretty even between being any sort of sexual activity vs intercourse

It depends on who says it, how they say it, and the sentence that it is used in.

For example:

1. I am "hooking up" this blu-ray player.
2. My friend is "hooking me up" with a discount.
3. If you are not busy next weekend I wouldn't mind "hooking up".
4. Yea, those two are definitely "hooking up".
